Discussion of How to Prevent a Social Security Shortfall:

Will the 2% reduction of employee FICA taxes hurt Social Security?

The group believes it will.

Will the 2% reduction be allowed to expire at the end of one year?

The group was not sure but felt probably not depending on the state of the economy.

Increase worker and employer contributions.

Workers and their employers currently pay 6.2 percent of earnings up to $106,800 into the Social Security system, or a maximum of $6,622 each per year. Self-employed workers are required to pay 12.4 percent of pay up to the same cap. If the contribution rate were increased by 1.1 percent to 7.3 percent of earnings, Social Security’s projected deficit would be eliminated. Using this fix, a worker making $43,451 in 2010 would face a tax increase of $478 a year, or $9.19 a week, and the employer would face an identical increase.

Modify the Social Security tax cap:

Workers pay into the Social Security system on earnings up to $106,800 in 2010. About 83 percent of worker earnings were subject to Social Security payroll taxes in 2008. If all earned income above $106,800 annually were subject to Social Security contributions but did not count toward benefits, Social Security’s projected deficit would be completely eliminated. If the higher income counted toward Social Security benefits, about 95 percent of the shortfall would be absolved. Other ideas: apply a new Social Security formula to earnings above the current cap or raise the amount of the income cap to apply to 90 percent of all worker earnings.

The group took these two together. However, the problem of the cap should be resolved before employee and employer contributions are raised. The consensus was that the cap should be removed.

Average in more working years:

Social Security checks are currently based on an average of a worker’s 35 highest paid years in the workforce. Those who haven’t worked 35 years have zeros averaged in. The averaging period could be increased to 38 or 40 years, which would reduce the deficit by 14 and 23 percent respectively.

The group believes this is not a good idea. The present number used is 35 of the highest paid years. We believe this is enough.

Decrease the cost-of-living adjustment:

Social Security benefits are currently automatically adjusted each year to keep up with inflation, as measured by the Consumer Price Index for Urban Wage Earners and Clerical Workers. Reducing the cost-of-living adjustment by 1 percent each year would eliminate 78 percent of the deficit. Even knocking half a percent off the annual adjustment would reduce the deficit by 40 percent. An alternative way of measuring the cost-of-living could also be used.

The possible reduction of COLA from 3% to 2% was unanimously rejected.

Include more workers:

Most Americans are already covered by the Social Security system. About 94 percent of workers pay employment or self-employment Social Security taxes. But some Americans are currently exempt from Social Security taxes including state and local government workers participating in alternative retirement systems, federal workers hired before 1984, college students working at academic institutions, and ministers who choose not to be covered. However, this fix would need to be applied in conjunction with others. Extending coverage to workers who previously didn’t participate would only reduce the Social Security shortfall by about 9 percent.

The group felt this was one way to help Social Security solvency.

A legacy tax:

The first retirees who received Social Security payments from the system didn’t pay Social Security taxes throughout their entire working life, which contributes to Social Security’s fiscal problems. Several ideas have been raised to counteract this legacy cost including a 3 percent legacy tax on earnings above the current tax cap of $106,800 or on adjusted gross income over $125,000 for individuals and $250,000 for couples. This legacy tax would eliminate close to a third of Social Security’s shortfall. Another proposed idea is directing estate tax revenue into the Social Security trust fund, which would eliminate 20 percent of the fund’s deficit.

This is a complicated option but would help solve the problem.

Diversify investments:

Part of the Social Security trust fund could be invested in equities to try to earn returns that would help to sustain the Social Security program. Investing 15 percent of trust fund assets in equities would reduce the deficit by 14 percent if a 9.4 percent rate of return was achieved. If 40 percent of the trust fund were shifted into the stock market and earned 9.4 percent annually the deficit could be reduced by a third. Of course, this also exposes the trust fund to increased liabilities in times of economic downturn.

The group totally rejected this solution.

Resolution by Kathleen Gehr: The Democratic Women of Johnson County, Tennessee will disband as of February 9, 2011.

Motion to Disband: Unanimously passed.

Resolution by Katherine Hegemann: After all payments are made from the DWJC bank account, the funds will be donated to Johnson County Safe Have.

Motion for DWJC funds: Unanimously passed.

Kathleen Gehr reported the bank balance is $341.63.

Joe Mike Akard, the Democratic candidate running for state representative, gave a presentation of the major issues he feels need addressing by the TN General Assembly.

1. Overview

WHAT IS SOCIAL SECURITY?

Social Security offers basic benefits that help retired workers, disabled workers, or the survivors of deceased workers to stay out of poverty.

WHO CAN GET SOCIAL SECURITY BENEFITS?

Social Security benefits are earned insurance benefits. The time necessary to reach eligibility for any of the benefits varies from benefit to benefit.

HOW ARE SOCIAL SECURITY BENEFITS CALCULATED?

Since Social Security is an earned benefit, benefit levels vary according to a worker's lifetime earnings.

WHAT KINDS OF BENEFITS DOES SOCIAL SECURITY PROVIDE?

The benefits Social Security provides are similar to those provided by insurance companies. Disability and survivorship benefits resemble life insurance. Contributions to Social Security are based on a worker's earnings.

IS SOCIAL SECURITY STILL IMPORTANT?

Social Security has increased in relative importance as retirement income adequacy has declined. In comparison, Social Security's coverage is almost universal; 97.7 percent of households nearing retirement in 1998 could expect some Social Security benefits. Social Security favors lower earners because it offers higher relative benefits to lower-lifetime earners.

WHY ARE PEOPLE TALKING ABOUT REFORMING SOCIAL SECURITY?

Social Security is not going bankrupt.

HOW DOES THE FINANCIAL FUTURE OF SOCIAL SECURITY LOOK?

When the baby boomer retirement is underway, Social Security will draw on these accounts to help pay for promised benefits.

Because income is currently exceeding expenditures, Social Security is accumulating assets in its trust funds. The Social Security trust fund assets are invested in special non-tradable government bonds.

ARE PRIVATE ACCOUNTS A VIABLE SUBSTITUTE FOR SOCIAL SECURITY?

No, private accounts cannot substitute for Social Security's guaranteed benefits. We are discussing two different systems: private accounts are individual savings accounts, whereas Social Security is a social insurance program.

WHAT ARE SOME IMPORTANT CONSIDERATIONS WITH SOCIAL SECURITY PRIVATIZATION?

Social Security privatization has become a hot button issue. With privatization, part of Social Security would be replaced with individual accounts. Since Social Security has already promised benefits to workers and retirees, this diversion of funds creates a new financial hole. To improve Social Security's financial outlook, those who favor privatization have proposed sharp benefit cuts.

2. Discussion: Ways to fix Social Security

Reduce benefits: nobody thought this was a good idea. Reason: would increase the poverty rate among seniors

Raise the retirement age: only on those who work in jobs that don’t use much physical labor (not really feasible), people who continue to work full-time should have their SS benefits lowered

The discussion will continue at the next meeting.

Katherine Hegemann, Secretary, read the minutes from the July meeting. Changes were made. Revised minutes were approved.

Kathleen Gehr:

Discussed with the leader of the Republican women, again, about the possibility of joint discussions.
She proposed that we consider working with the Republican women on a project to provide assistance for heating costs for the elderly in Johnson County.

Discussion: The Federal Deficit

The difference between the National Deficit and National Debt: Debt is the total amount owed. Deficit is the difference between how much the federal government spends and how much it collects in one year.
What is the debt ceiling and how much is it?: The debt ceiling is the federal government’s credit limit. As of January 28, 2010, the debt ceiling was set at $14.3 trillion.
What is driving up the debt?: A graphic was presented showing that the major drivers of the debt are ownership of debt by foreign countries from trade imbalances, the wars in Iraq and Afghanistan, defense spending, and tax cuts. At present, we are only paying the interest on the debt not paying down the debt itself.
What are the national and personal consequences of a high federal deficit?: A partial list includes higher taxes, higher interest rates, fewer jobs, erosion of personal life savings, and less family security.

A motion was made, seconded, and passed to move the DWJC meeting to the second Wednesday of each month. The group will meet from 11:30 am-1:30 pm at the JCPL.

Sonja Fox, President of the TNFDW, spoke to the group about Democratic activism.

Helen McQueen and Lydia Lewis spoke on the flaws in the current healthcare reform law. The group discussed “Where Do We Go from Here.”

The DWJC will meet at the Johnson County Public Library in June and August-December 2010
In a phone call from Sonja Fox incoming president of the TNFDW, Sonya said that she is from Johnson City and will try to be at our June meeting. She also suggested that if we move our meeting to lunch time on a weekday, we might have more people come. Suggestion to think about: meet from 12:30-1:14 pm on Wednesdays since most of the stores in our area close at noon on Wednesday.

New Business

Email from Wanda Payne suggesting that we, with the Republican women, sponsor a candidates’ forum before the August elections.
Recognition of Joe Mike Akard who is running for the House of Representative in the Democratic primary.

Jill Bontrager will write a letter to the editor of the Tomahawk and Bad Idea News stating the main points we will cover in today’s discussion of health care reform.
Joe Mike Akard spoke to the group about what he stands for and said that he would open a permanent office in Johnson County if he wins the election.

Program

Kitty Hegemann: The law and mandates

If you have insurance, you will not be forced to buy new coverage. Those not covered will have to purchase insurance or face a monetary penalty.
Current insurance will have to meet minimum requirements of coverage, consumer protection standards, submit to an appeals process in a dispute, and the premiums will most likely decrease. There is a grandfather clause but allowances are yet to be determined.
There is no public option; however, states can implement one if they so choose. All exchanges will be run by the individual states, but must follow federal regulations.
Small businesses will receive a 35% tax credit for purchased insurance and by 2014 that would go up to 50%. Additionally, small businesses may work cooperatively to purchase insurance and use their group to negotiate lower premiums.
Paid for by a 40% tax on plans costing $8500 (individual) to $23,000 (family). This affects very few people since most plans cost much less than that. Taxes will be levied on health insurance, pharmaceutical, and medical supply companies. Increased efficiency and reduced waste will save money, which will help pay for the programs.

Jill Bontrager: Exchanges

Facts: larger base=lower costs; cover those who would not otherwise be covered; use of the marketplace to provide coverage
How: use the states to administer; if a state can’t or won’t participate the federal government will run the exchange; use of the internet, phone, offices or a combination of these to reach out to the population; levels of coverage to include bronze, silver, gold, and platinum; no monopolies and members of an exchange may not be charged higher rates.
Positive aspects: states may have a public option (the governor of WV says a public option is best for his citizens); states can join together for better plans as can regions; minimum standards of coverage are mandated.

The meeting began with coffee and breakfast sweet breads at 9:50 am.

Meeting called to order at 10:05 am.

Present: Kathleen Gehr, Kitty Hegemann, Louise Hamm, Helen McQueen, Bobbie Smith, Kathleen Mount, Romayne St. John, and Jill Bontrager.

OLD BUSINESS:

Kitty Hegemann read the minutes, which were approved.

Copies of the minutes need to be provided to all attendees at each meeting.

We will send a postcard, costing $.28 each, for three months then evaluate their effectiveness, which was approved.

We will continue the call list with the four people agreeing to do this task, which was approved. The callers will notify the secretary of those who wish to be removed from the list.

The secretary will contact the librarian about using the public library for our meeting, which was approved. The secretary will then let the members know the outcome.

NEW BUSINESS:

Kathleen Gehr reported on two health care reform topics: key benefits beginning this year and benefits for retirees.

A. What Healthcare Reform Means for Us

Many of us are wondering how the healthcare reforms signed into law earlier this week will impact us. It's important to know that nothing in the bill changes our right to negotiate our healthcare benefits.

B. Key Healthcare Reform Benefits Starting THIS YEAR Include:

Ending lifetime limits on benefits.
Regulating annual limits on benefits from 2010-2013 (abolishing them in 2014).
Allowing young adults to stay on their parents' insurance plan up to age 26.
Banning the insurance company practice of denying coverage for pre-existing conditions for children. The ban applies to everyone in 2014 and provides a subsidized high-risk pool in the meantime for those unable to secure coverage.
Ending gender discrimination in insurance rates.Stopping the insurance company tactic of dropping coverage for people who get sick.

C. Benefits for Retirees - Including Early Retirees - Include:

Assisting pre-Medicare retirees with insurance costs. Under the new law, 80 percent of plan costs over $15,000 will be paid through a new program.
Providing assistance to employers and Voluntary Employee Beneficiary Associations (VEBAs) to encourage them to continue coverage for pre-Medicare retirees.
Phasing out the Medicare drug "doughnut hole."
Eliminating co-pays for preventative screenings.
Extending the life of the Medicare Trust Fund through cuts in wasteful spending.

The topic will be carried over to the next meeting with Kitty discussing the law and mandates, Jill the exchanges, Louise the flaws, and Helen the benefits and consequences of no action.

Remainder of the time was each attendee stating what they would like to see change about health care.

Kitty will submit a short article about the changes and benefits to seniors to include the donut hole and advantage plans.

Call to Order: Meeting called to order by Kathleen Gehr, President at 10:02 AM

Present: Jill Bontrager, Kathleen Gehr, Louise Hamm, Kitty Hegemann, Helen McQueen

Old Business: Recap of the December meeting. Belinda Gelman, Judy Walsh, Karin Bell, and Evelyn Cook resigned their positions, and Kathleen Gehr was elevated from Vice President to President. The January and February meetings had been cancelled.

New Business: Should we change our focus and format? The group discussed this issue and looked closely at the pros and cons of the present organization. They then made proposals for change. Our DWJC will function as a discussion forum on issues facing the country. We will research issues, debate possible solutions, and serve as a resource to the community to inform citizens as to why the Democratic solutions will provide positive outcomes.

Kathleen Gehr will continue as President with her function being facilitator and discussion leader.

Kitty Hegemann was nominated as Secretary and elected by a unanimous aye vote.

The monthly meetings will consist of a discussion of topics of interest and importance to our community and nation. All members will act as resources and researchers for each topic. All members are responsible to bring information, questions, and solutions to the meetings.

Kathleen Gehr will get a volunteer or make an assignment for the topic scheduled for the next meeting. That person will write a summary to be published in our local newspapers. Topics may be carried over to the next meeting as needed.

Meetings will be open to any interested parties.

Kitty Hegemann will compile a call list. Those who will call members are Kitty, Jill, Helen, and Louise.

The secretary will be sure that an email will be sent to all members and that an announcement is sent to the local newspapers for publication. Also an announcement will be sent to the local radio station.

The secretary will contact Cook’s Cafeteria to see if they still have a meeting room available for the DWJC to use.

Next meeting will be at FUMC with Kitty making coffee and providing a sweet snack.

Topics that will be discussed are health care reform, financial reform, taxation, Social Security and Medicare, immigration, the deficit, defense spending, use of the military.

Minutes from December 12, 2009 - Pending Approval

The Democratic Women of Johnson County met at the Johnson County Library, and the meeting was called to order by President Belinda Gelman at 10:05 AM. Four members were present: Belinda Gelman, Kathleen Gehr, Evelyn Cook and Karin Bell.

Minutes of the last meeting were read, corrected and approved.

Kathleen suggested a Mother’s Day Luncheon at Prospect Hill B&B for a fundraiser, or a Tour of Gardens in Johnson County, which was a very successful project by the Garden Club.

Belinda recapped the Yellow Ribbon issue (The funeral of the young soldier from Johnson County killed at Fort Hood Texas). Apparently there was some miscommunication between the Republican Women and our group, which has been resolved. Our share of the bill was $80.00 and was paid.

Since our group seems to be dwindling as far as active members are concerned Belinda made the suggestion to ask the Johnson County Democratic men if they want us to join them in order to increase the membership. Kathleen’s suggestion was to maybe join other Democratic women’s groups like Boone or Abington.

Belinda presented her resignation as president for next year, effective January 9, 2010. This would make Kathleen Gehr as Vice President the interim president. Also resigning are Karin Bell (Secretary), Evelyn Cook (Program chairman), Judy Walsh (Treasurer).

November 14, 2009

The Democratic Women of Johnson County met at the First United Methodist Church, meeting was called to order by President Belinda Gelman at 10:05 AM. 7 members present.
Minutes of the last meeting were read, corrected and approved.

Karin Bell read a thank you note from Wanda Payne.

Discussed Safe Haven luncheon, money given and publicity received in the Tomahawk. Due to our contribution to Safe Haven, we have approx. $200.00 left in the treasury.

Several ideas for fundraisers were brought up but some members felt they would rather make an extra contribution occasionally and pay higher dues than go thru the efforts and work of a fundraiser with only small amounts gained.

Romayne St. John suggested having an auction among the members to get rid of unwanted or not needed Christmas gifts after the holidays. This idea was agreed upon by the members present.

Belinda would like to have a chocolate or dessert auction after Easter, but some members questioned this idea, since many people have health problems with sugar.

To help with immediate money woes, it was agreed upon to raise the yearly dues from $10.00 to $12.00. Romayne made the motion, Kathleen Gehr seconded, the motion was passed. Members will be informed via e-mail before January 2010.

Terry Warden will send a report as new membership chairman at the next meeting.
Karin will ask Judy Walsh for a current list of paid up members.

At the closing of the meeting Belinda read a report by Kitty Hegemann on the Health care issue.

The Democratic Women of Johnson County met at the First United Methodist Church, meeting was called to order by President Belinda Gelman at 10:10 AM with a short prayer. 6 members present.

Minutes of the last meeting were read and approved.

Judy Walsh gave the treasurer’s report - current balance is $636.63. Treasurer’s report was approved.

Belinda read some comments from the Huffington Post review concerning the Nobel Peace Prize awarded to President Obama.

Belinda brought forth some ideas for fundraisers, like a Sweetheart Dinner for Valentines’ Day, chocolate auction for Easter etc. She also suggested that we invite people from the outside to speak to us at our meetings.

Safe Haven project was finalized - together with donations from the members and some help from the Democratic party we are going to give Safe Haven a check in the amount of $500.00. Belinda made the motion, Kathleen Gehr seconded, motion was carried. We need people to help set up for the luncheon October 26,2009 at 11:30 AM and help with clean afterward.

Kathleen Mount is resigning from her job as membership chairman, Terry Warden’s name came up to replace her. Booby Smith made motion to ask her, Judy Walsh seconded, motion carried.

Belinda reiterated for members to get involved with Moveon.org website and respond to some of their request to contact the various politicians in Washington.

The Democratic Women of Johnson County met at the First United Methodist Church, meeting was called to order by President Belinda Gelman at 10:10 AM. 8 members were present.

Minutes of the last meeting were read and approved.

johnsoncountydemoraticwomen.blogspot.com is the new website thanks to Kitty Hegemann’s computer expertise.

Belinda suggested that members subscribe to Moveon.org an excellent political website worth visiting. It gives up-to date information about concerns that can be addressed by contacting your congressman or senator.

If we need to make our voices heard - we have divided our membership list into 4 sections. Belinda Gelman, Kathleen Mount, Evelyn Cook and Kathleen Gehr are in charge of one section but will consult each other first if such calls are desirable. They will also call members now before each meeting to remind them.

Belinda feels that we lost momentum by meeting only bi-monthly during a non-election year and suggested that we change the by-law accordingly.Since this was brought up at the last meeting already the members voted to change the by-laws as read and take effect immediately.

Article IX : Meetings

Section 2: Meetings of this organization shall be held every month on the second Saturday at 10 AM at the Kathleen Mount conference room at the Johnson County Public Library.

Belinda made the motion, Kitty seconded, motion was carried.

Kathleen Gehr reported on her efforts to find suitable material for our essay contest at the high school. She really liked a book on the US Constitution by Christine Taylor-Butler for $3.75.Evelyn Cook suggested that we put this particular project on the back burner for right now and not put our motives in question judging by the criticism Pres. Obama received for his speech on education - after all we operate in a dominantly republican county. The essay is tabled for the moment, but Kitty will work on a lesson plan.

Wanda Payne ask us to sponsor an appreciation luncheon for the staff of Safe Haven on October 26,2009 11:30-1 PM at the First United Methodist Church.She passed around a sign-up sheet for the food and also ask that each member contribute about $20.00 so we can start a “personal items fund“.Some abused women have to leave a dangerous situation in a hurry and are often without any personal hygiene items or bed clothing.Wanda also made a motion to officially adopt Safe Haven. Evelyn seconded. Motion was carried.

Kitty Hegemann gave the legislative report and passed out reading material on the 4 basic models of Health Care. More Information can be found on www.change.org.

The Democratic Women of Johnson County met at the home of Evelyn Cook and the meeting was called to order by Vice President Kathleen Gehr at 10:30 AM. 14 members were present
Since we could not meet at the Community center due to conflicting schedules, Kathleen Mount suggested to use the conference room at the library as an alternative if the need arises again.

Minutes of the last meeting were read and approved

Treasurers report was read and approved, current balance $391.63

* Old business:
The essay contest at the schools was postponed until spring of next year to make sure we have the necessary tools and most of all permission to conduct such a contest.
We narrowed the target age to 5th grade since that grade is actively engaged in social studies and the Constitution.
Wanda Payne will find out what steps we have to take to be able to conduct a class on the subject and an essay contest.

Evelyn Cook presented a copy of the constitution in a handy small booklet, which is available thru the National Center for Constitutional Studies. Cost is $30.00 for 100 copies, shipping included. Jill Bontrager offered to buy 100 copies.
Wanda mentioned that most classes now are no larger than 25 students. Also a book for juveniles by Lynn Cheney “We the people” ($14.95) might be a good additional teaching tool.

Kathleen Gehr and Karin Bell offered to do more research and see if they can get any more ideas or help thru the Democratic Party’s website, DNC.org. They will report on their findings at the next meeting.

* New Business:
Kitty Hegemann talked about the voting records of our representatives and handed out copies of a more detailed report.
Kitty also suggested for the members to think about changing the by-laws concerning our meeting dates to go back to monthly instead of bi-monthly and discuss this idea at the next meeting. She feels in order to stay more focused on our agenda and goals, we should meet as often as we do during an election year.

Judy Walsh, a former nurse gave a short talk on the need for Health Care reform which evolved into a lively discussion among the members.

Next meeting will be September 12, 2009 at 10AM at the Community Center.

Meeting was adjourned at 11:15AM and was followed by a delicious luncheon which was enjoyed by all.

The bi-monthly meeting of the Democratic Women of Johnson County was called to order in the absence of President Belinda Gelman by Secretary Karin Bell at 10:00 AM.

Members present were Karin Bell, Flora Bellamy, Evelyn Cook, Bobbie Smith, Jill Bontrager, Kitty Hegeman, Helen McQueen and Judy Walsh.

Minutes of the March meeting were approved and Treasurer Judy Walsh reported that the current bank balance was $341.63.

The majority of the meeting was spent discussing ways we could promote our organization in the community. All agreed that we should go into the schools and help educate students on such things as the U.S. Constitution, the Bill of Rights, etc. Jill said that she would check on obtaining free copies of the constitution to hand out. Another suggestion was made that we have an essay contest based on a topic from the school visits and the constitution hand outs and offer prizes. This was discussed at length regarding such things as age limits, grades included, monetary prizes to be offered, and form or application to accompany the submitted essays.

It was decided to bring this matter to the next meeting when President Gelman would be present and members will bring other ideas regarding this.

Legislative Representative, Kitty Hegeman, reported on several items. One of which was the resolve by the state to have new voting machines in every precinct in the state being undermined by republican majority. She also reported that they were trying to loosen the restrictions on activities that threaten our water supply. Another article was supplied for members to read regarding the need for a state income tax to keep the state solvent.

Plans were made for the next meeting. Flora Bellamy stated that the Community Center was previously booked for another event so we would be unable to use the facility for our July meeting. It was decided to meet at Evelyn Cook’s home and to have a pot luck picnic luncheon after the meeting. This will be on July 11, 2009 at 10:00 AM for the meeting with picnic to follow.

The bimonthly meeting of the Democratic Women of Johnson County was called to order by President Belinda Gelman March 21, 2009, 10:05 AM with guest Janet Meek and five members-President Gelman, Jill Bontrager, Kathleen Gehr, Bobbie Smith, and Evelyn Cook in attendance.

Neither the Minutes of the January meeting nor the Treasurer's report was available.

Under old business, the requisite second vote was taken confirming Katherine Hegemann as the group's legislative representative.

President Gelman asked that members continue the previous meeting's activity of sharing experiences with the group. Jill Bontrager volunteered career and personal stories to included the fact that even though she was raised in a Republican family, she discovered that she shared the values found in the Democratic Party.

During a discussion concerning the future of our organization, Kathleen Gehr suggested that we reach out to other Democratic women's groups in the area. Great emphasis was placed on the need for our members to be actively engaged in recruiting new members and working for out party in general. President Gelman stressed the point that we owe President Obama the same energetic support we gave during the election year.

Our guest speaker Janet Meek underscored the pressing need for activity in our state election. Ms. Meek is head of the Democratic Resource Center in Johnson City and has been active in the Democratic Party for years.

A theme of her speech was thinking "outside the box". "We are in a critical time for the Democratic Party in Tennessee and must be actively engaged," she said. She echoed Gehr's suggestion that we team up with other groups in our area in order to strengthen our position. She noted that of the 878 Democratic votes in the Johnson County Presidential election, 516 were women, all potential members for our organization, though she did add that some of the women were registered Republicans.

"We need action," she reiterated. "Build some email lists. Find and support some good women candidates. Start supporting people well before they declare for office, thereby helping to get their names before the public."

"I have learned so much in the past six months," she said. "I find that people do not understand state politics. We must educate them."

She announced a meeting of the Tennessee Health Care Coalition Workshop, April 18th, 9:30-4:30 pm at Northeast State University and encouraged us to attend.

President Gelman thanked Ms. Meek for a very informative talk and requested committee chairs to remind members of the next important meeting of our organization May 9, 10 am, Community Center.

The meeting was adjourned at 11:30 am.

Pres. Belinda Gelman opened the meeting at 10 am and welcomed everybody. To get to know each other better, she asked each member to introduce themselves and give a short account of their background, place of birth, etc.

Minutes of December 13, 2008 were read and approved with additions and amendment.
Addition: Names of new officers
Amendment: To find out who is in charge of getting those 9 books we voted on - Lynne Cheney's "We the People" to be distributed to the local schools and library.

Financial Report: Treasurer Judy Walsh was absent. Yearly dues are $10 to be paid at the March meeting.

Kitty Hegemann agreed to be our legislative advisor to keep membership informed and up to date on national and local issues. Carole Maulden made motion to accept, Kathleen Gehr seconded. All approved. We'll have to vote again in March.

Also voted on was the position of Public Relations. Karin Bell volunteered for that. Romayne St. John made motion, Carole Maulden seconded, all approved.

Belinda read the duties of each officer and committee chariman according to the By-Laws.

No old business was discussed, and Belinda skipped new business to give Bobby Smith time for her presentation on Barack Obama.

Bobby highly recommended the book "Change We Can Believe In" which served as the inspiration for her report outlinging his ideas for the future of America. Her in-depth and interesting presentation was enjoyed by all present.

Belinda made closing comments.

We will have a leadership workshop at the March meeting and Kitty Hegemann will introduce speaker.

President Payne presented the current officers and thanked them for their service. Each one was presented with a Democratic tee shirt and a copy of the November 5 edition of The Johnson City Press.
President Payne introduced the incoming officers and wished them well for their term of service. Each one was presented with the same gifts.

Incoming President Belinda Gelman:

The Executive Board will meet at her house on January 3, 2009 at 10:00 am. The Executive Board is made up of a new officers and committee chairs.
We need a Legislative Coordinator as explained in Appendix 1 of the By Laws. The new president asked Katherine Hegemann to serve as Legislative Coordinator. Katherine said she would have to consider this. She will attend the Executive Board meeting.

As per the By-Laws, any changes to such must be read and voted upon at two DWJC meetings. The final change reads: Meetings of this organization shall be the odd months on the second Saturday, at 10:00 am at the Johnson County/Mountain City Community Center. During presidential election years, the meetings shall be held each month on the same day of the month and at the same time. Unanimous approval by a show of hands.

The billboard will be up in front of American Hardware by October 1, 2008.
We will have a booth for the Cranberry Festival on October 11. 9:00 am-12:00 noon: Evelyn Cook, Louise Hamm, Romayne St. John. 12:00 noon-3:00 pm: Jill Bontrager, Louise Hamm, and Penny Smith.
If members can be found to man a booth at the Pumpkin Festival, we will participate.
The last voter registration was August 30 and manned by Kathy Terrill and Pat Criswell in the morning and Kathleen Gehr and Kitty Hegemann in the afternoon. There were six people registered and a total of 15 over the summer registrations.
The election is November 4, 2008.

New Business

Wanda moved to authorize buying a pop-up canopy for the sum of $150 or less. The purchase was approved.
Kathy Terrill volunteered her canopy for the Cranberry Festival, which she will put up, and if we precipitate in the Pumpkin Festival, we may also use her canopy. This will give the DWJC time to find a canopy for a reasonable price.
A second billboard has been donated. Thanks to Gloria Griffin on 421. We will give her a donation for her generosity, which has already be given by an anonymous patron. Wanda has secured the materials, workers, and equipment to put up the billboard. Approved.
Johnson County Democratic Headquarters will be located across from Food Country and will open Saturday, September 20, 2008 with an open house. The facility has a kitchen and restroom. Wanda, Trenton Davis, Terry Thompson, and Kay Davis will clean the facility Monday, September 15, 2008. Anyone who wants to help should be at the headquarters by 10:00 am. Janet Meek will try to secure a guest speaker for the open house.
Wanda Payne has secured a vendor to print tee-shirts for $5.25 each with the same slogan as will appear on the billboards. We will sell them for $10.00 each.
The DWJC will not meet in October: Approved.
Nominating committee will meet and select a slate of candidates for officers to serve for 2009-2010. The slate will be presented at the November 8. Committee members are Kitty Hegemann, Karin Bell, and Bobbie Smith.
Amend the By-Laws: The DWJC will meet bi-monthly on odd months of the year. (The by-laws say that this must be voted upon at the next meeting.)
There will be a call bank event the last week of October. More information will be forthcoming.

Program: Janet Meek from the Democrat Resource Center

Our goal is to win this election. She presented a list of those who vote only in the general election or vote sporadically. Early voting begins in one month. Our job is to make sure people vote.
The finding is that 1/3 McCain, 1/3 Obama, 1/3 Undecided
The call sheets are from Vote Builder. The JC Dems will call the people, fill out the sheets, and call Janet Meek to come pick them up. They are people who have voted in the Democratic primary at least once in the last ten years. There are 1031 names on the list.
We have members who are able to make calls, and they will be contacted.

Guest Speaker: Kim McMillian, is the first woman in Tennessee history to become majority leader of the Tennessee House of Representatives. She retired from the Legislature in 2006. McMillan then served in Governor Phil Bredesen’s cabinet as Senior Advisor for two years and is currently employed at Austin Peay University. She has formed a committee to explore a run for Governor in 2010.

Program: Message from Democratic Primary Candidate, who is running against David Davis for US House of Representatives, Rob Russell

Rob Russell, a Democratic candidate for the US House of Representatives, 1st District, spoke to the Democratic Women of Johnson County, Tennessee on Saturday, July 12, 2008. Mr. Russell's passion for this district is evident when he spoke of the need for new representation for Johnson County. Mr. Russell is the Director of the Writing and Communication Center at ETSU, a lifelong resident of northeast Tennessee, and a husband and father of two children. He spoke of three strengths that he brings to this election. His pride in the people who live here and the need for pride in our member of the House. He said that representative should be working for all of us to bring jobs, to raise wages, and to ensure everyone has affordable and portable health insurance. He pledged to work for our security. Mr. Russell believes all families should have economic security, energy security, and national security that we can believe in and count on to ensure stability and a decent life. He also wants accountability for our Representative. Mr. Russell is not a career politician. He wants to serve the people of the first district and is motivated by the present plight of others and the challenges of families in today's USA. He sees the American Dream slipping away from the average person. One of his pledges is to remain accountable to us, the citizens of Johnson County. Mr. Russell believes citizen supported campaigns and continual contact with those he hopes to represent will help him be an accountable member of the US House of Representatives.

The Environment: We need to be better stewards of the Earth
Mountain Top Removal: We need a federal ban on this practice
Wages: Wages for non high-tech jobs are important, and we need health care and a living wage for everyone.
Campaign Finance: We need campaign finance reform so election for federal office are publicly funded.
Iraq: It’s time for the US to leave
Taxes: We are living in a time of Reverse Robin Hood—take from the poor and middle class and give to the rich.

Questions:

If TN adopted a state income tax, can the tax be deducted from my federal income tax? Yes

Why, when we have a Democratic governor, is TN in an economic crunch? The governor came into a bad situation. TN must have a balanced budget and the governor has tried to get control of spending. There was a good business cycle when he came into office. When the US borrowed money for Iraq, the value of the dollar went down. We are in an economic downturn. Layoffs and cutbacks effect the whole economy. Since the state relies upon a sales tax for revenue and that is down, the state has to cut back too.

Do you have the nerve to tackle implementing an income tax? That’s a tough call. He would not start that move, but he would support a graduated income tax. Right now corporations often pay no taxes. The TN General Assembly can stop this making the corporations combine income and statements for a financial statements and pay excise taxes. Corporations avoid paying living wages by employing people part-time at low wages and no healthcare.

New Business

The August General Election ballot will be for Property Assessor countywide; for two school board members for the 2nd Educational District, which is Mountain City, Forge/Shouns, Trade and Neva; and for 5 or 6 vacancies on various statewide judicial offices (State Supreme Court, etc.) We don't yet have all those. There were three; now there are five, and it will be sometime in June before we know exactly who and how many. What is significant to Johnson County is Property Assessor and School Board.
In addition, there will be a Democratic Primary and a Republican Primary for Congress, United States Senate, State Representative and State Senator. Incumbents are David Davis, Lamar Alexander, Jason Mumpower and Ron Ramsey. Winners of the Primaries, along with any Independent Candidates will be on the ballot November 4th, along with the Presidential Nominees and Independent Candidates.
PROGRAM: In absence of Bobbie and Evelyn, Wanda provided a packet of information relative to the campaign. These information might be used to pen an LTE. Divided into six groups, looked over information, and shared talking points.

The Billboard will cost over $800 with a $130 production fee upfront. Have collected almost $300 and will probably get help from Democratic Executive Committee which will meet soon / DEC is elected by the JCDP every two years in convention – rules set up by DNC
Must make request to DEC for money and for our VEEP to be on committee – VP cannot be added until next convention. Darlene: In case of death or resignation a new member can be appointed before the convention. The next convention will be April 2009; however, Judy Walsh will be contacted when the Executive Committee meets and invited to attend.

Wanda Payne opened the meeting at 10 AM welcoming all. We had eight members present and one guest from Florida.

Wanda thanked E. Cook for the refreshments and Flo Belamy for all her work prior to our meetings.

Minutes were read and approved

Treasurer's report showed $425.58 on hand, Carole was collecting $100.00 plus during the meeting.

We will ask DEC to help pay for the billboard in October, we collected approx. $300.00 so far.

The DEC elects their board members every 2 years. For any officer of DWJC to be a member of the DEC, that officer will have to be elected and seated as a DEC member.

DEC will to rent a HQ; however, endorsement of a candidate will be after the Denver convention.

Keep the list of events handy and remember them; Wanda will send around a signup sheet at the next meeting.

E. Cook mentioned that Mayor Kevin Parsons is planning a grand Pumpkin Festival lasting 3-4 days in October, which is a good time for Dems to show up.

Wanda passed around copies of the voter registration form and a page from Newsweek magazine showing each candidate of both parties and their proposed spending goals.

We went over the registration form item by item to assist future voters with their registration, what to point out to them, questions to ask, etc.

October 5th is deadline for registration to be able to vote in the November election.

Wanda asked members to write letters to the editor but to make sure you arm yourself with good solid information.

Next meeting April 12th and sign up for a variety of events. Bobby Smith and Carole Mauldin will bring refreshments.

E. Cook mentioned that the Republican Women are doing worthwhile projects for the community to get publicity and suggested we come up with ideas to do likewise.

Carole Maulden: Treasurer’s report: $294.83; after paying for the flowers for Evelyn Walsh’s funeral the total will be $240.50; dues are to be paid beginning today.

Wanda Payne: We will take up a collection for the flowers and continue each meeting until the money has been returned to the treasurer.

Democratic Committee Meeting: There were 70 people present at the January 12 meeting.

New Business and Goals for 2008: Wanda Payne

Letters to the editor: They should be positive. A letter was read to the members for submission to Bad Idea News and The Tomahawk. Next meeting the PR committee will assign this task and set up a schedule. We will attempt to have two letters per month published.
Voter registration: Anyone can do this and registration can be anywhere with permission.
The Democratic candidate: After the primary, we will schedule phone banks, door-to-door visits (teams of 2-3 women), postcards, and advertising.
Democratic Committee of Johnson County: DWJC Vice President will serve on the DCJC Executive Committee. Motion-Kitty; Second-Evelyn Cook; Approved. This will be added to the By-Laws.
Each member should work to get out the vote for the February 5 primary. Early voting is now until January 31. Each of us should call five people and encourage them to vote. Offer rides to go vote.
Progress Edition of The Tomahawk: Wanda will fill out the form, and we will try to have a group picture taken during the February meeting.
DWJC Executive Committee: The committee should meet after the last meeting of the current year and before the first meeting of the new year. Motion-Carol; Second-Helen; Approved. This will be added to the By-Laws.
Evelyn Cook: At the February meeting, we should pass a resolution honoring the family of Evelyn Walsh for all their work for the Democratic Party in Johnson County and expressing our sorrow at her death.
Refreshments: Carole and Kitty will provide refreshments for the February meeting.

The Democratic Women of Johnson County held their regular monthly meeting and Christmas Brunch on December 8, 2007 at the Mountain City/Johnson County Community Center at 10:00 am. The meeting of fifteen attending members was called to order by outgoing president Evelyn Cook. By executive decision, the regular order was suspended for this meeting. Evelyn Cook asked everyone to give their money to Bobbie Smith today so we can help our family adopted for Christmas 2008 with presents. President Cook gave some opening remarks about the vision of the Democratic women and the progress the organization has made over the past year. She also reminded us that 2008 is a presidential election year, and we have much work to do until the November 2008 election. Wanda Payne, incoming president for 2008, then presented framed certificates of appreciation to Evelyn Cook, president for 2007, and Helen McQueen, vice president for 2006-2007. President Cook asked officers for 2008 to come forward. The incoming officers were asked if they would uphold the principles of the Democratic Party and the Democratic Women of Johnson County. After they answered yes, they were inducted as officers for the year 2008. The new officers are Wanda Payne, President; Judy Walsh, Vice President; Katherine Hegemann, Secretary; Carole Maulden, Treasurer; and Romayne St. John, Parliamentarian. After the induction of the 2008 officers, the group socialized and enjoyed a varied and delicious brunch. The meeting adjourned at 11:30 am. The Democratic Women of Johnson County wish everyone a very Merry Christmas and a Happy New Year.

Helen McQueen: Program committee is planning a Christmas brunch at the December meeting from 10 am-12 pm. Wanda and Kitty will coordinate a list of what needs to be brought and inform the members.

Evelyn: Approved a wreath for the Veterans Memorial for Memorial Day; approved splitting list of JC vets to call to get them to attend and be honored during the July 4 celebration – Terry Warden will bring the list at the next meeting; Doug McFadden will bring up for approval our having a booth during Trade Days at the next committee meeting; concerning the call list – keep list private (it may only be used for political purposes), be circumspect, establish rapport, call in your district, assign by pairs, note with a star those you contact who seem excited about becoming involved; cost of printing 1000 copies of the brochure – Belinda will check prices at Staples and Kinkos.

Committee Meetings
Membership (Chair Carole Maulden): The Membership Committee assigned DWJC members to each of 12 voting precincts. Lists of Democratic voters from each precinct will be distributed to those assigned, for the purpose of calling potential new members.

Program and Social (Chair Helen McQueen): Helen McQueen, Chair, Lydia Lewis, Vice Chair, Evelyn Cook, Bobbie Smith, Judy Walsh. The Program and Social Committee met Sat. May 19, 2007 at 9:00AM in the Johnson County Community Center for a work session. Democratic candidates running for President in 2008 will be presented as our programs for future meetings of the Johnson County Democratic Women. June 9th meeting-Hillary by Judy Walsh or Tommy Walsh will present the history of our Johnson County Democratic Party. July 14th meeting-Judy Walsh or Tommy Walsh. August 11th meeting-Membership Committee. September 8th meeting-Obama by Evelyn. October 13th meeting-Cranberry Festival not sure on program. November 10th meeting-Richardson by Belinda. December 8th meeting-Christmas social-invite other Democratic women of the county.

Publicity and Public Relations (Chair Katherine Hegemann): Edited the brochure (Kathy is now in college and Kitty will complete the project.); arrangements needed for tent (buy), table and chairs (Flo), ice chest and ice (Flo), cups (Kitty), streamers and other decorations (Evelyn and Carole), candy (Evelyn), handouts (Carole); executive committee approved $100 for the tent; Democrat Resource Center handouts like pencils, pens, buttons (Kitty)

Two goals: 2007 establish a Young Democrats group; 2008 get out the vote

By the next election, there will be Vote Centers established in the county where anyone from the county may vote early

Carole Maulden read the minutes from January 20, 2007. Romayne St. John motioned that the minutes be approved, with Karin Bell seconding. The motion carried.

Treasurer reported a bank balance of $174.19, with dues coming in to increase that balance.

Evelyn Cook spoke to the group regarding several matters:

The By-Laws need further reviewing and that will be done at a later meeting.
Attendance at the meetings is crucial – “if everyone does a little, then no one person has to do a lot.”
The committees are the backbone of the organization. A brief description of each committee was given so that new members could choose.
A committee for putting together a history of the Democratic Party in Johnson County would be good. Darlene Atwood has access to information, Evelyn Walsh is a valuable source for anecdotes and Terry Thompson could provide information from the archives.

Evelyn Cook asked if there was any new business. There being none, she turned the floor over to Lydia Lewis.

Lydia Lewis introduced Judy Walsh, who gave a presentation on Nancy Pelosi, the Speaker of the House:

Nancy Pelosi is the first woman to hold the position.
The position is second in line to the Presidency.
Nancy Pelosi is a strong advocate of civil rights, education and environmental & conservation issues. She is a champion of the underdog.

Evelyn Cook presented the idea of a program on the candidates and the group agreed that would be a good idea.

The group separated into committees:

Suggested participation in The Tomahawk’s “Progress Addition”. Wanda Payne arranged photo shoot for Friday, February 16 at the Methodist Church on Church Street.

Officers except the President will remain the same for 2007. The Vice President request that we try to find someone to hold her office also; however, if it is necessary, she will remain in her office

The building we used for the 2006 election may be available for a permanent Democratic headquarters. The rent would be $250.00 per month

There will be no meeting in December, but there will be a meeting January 20, 10 am at Cook’s

DEMOCRATIC WOMEN OF JOHNSON COUNTY, TENNESSEE

BY-LAWS ADOPTED NOVEMBER 18, 2006

(Blue represents parts not needed at present and may be changed if we do need them.)

ARTICLE I: NAME

Section 1: The name of this organization shall be the Democratic Women of Johnson County, hereinafter may be identified as DWJC.

ARTICLE II: PURPOSE AND AIMS

Section 1: The purpose of this organization shall be to unite all Democratic women in Johnson County TN into one group for the success of the Democratic Party.

Section 2: To give all Democratic women an opportunity to study and understand what the Democratic Party stands for and to work for its effectiveness.

Section 3: To discover capable and well-informed leaders among women in every voting precinct in Johnson County TN.

ARTICLE III: AFFILIATION

Section 1: This organization shall be affiliated with the Tennessee Federation of Democratic Women (TFDW) upon fulfilling the membership requirements of the Federation.

ARTICLE IV: POLICY

Section 1: This organization pledges itself to the active support of all Democratic nominees for Public Office. For the purpose of these By-Laws, Public Office is defined as a paid, elective office in local, state and federal government.

Section 2: In other campaign activities, this organization shall be governed by the following regulations:

A: The Democratic Women of Johnson County as an acting organization shall not endorse or support the candidacy of any person for Public or Party Office prior to nomination in a Democratic Primary or Convention.

B: The President of this organization shall not endorse or support the candidacy of any person for Public Office prior to nomination in a Democratic Primary or Convention.

C: Other members of the Executive board or of the organization may be active in behalf of candidates prior to nomination, provided that no public attention is called to their connection with the Democratic Women of Johnson County.

Section 3: The activities of an individual member as a candidate or in behalf of a candidate for an office within the Democratic Party are exempt for the regulations in Section 2.

Section 4: Members may act in the name of this organization only when authorized to do so by the Executive Board.

Section 5: Publicity related to policy matters or official actions shall be released only by the President or by the Publicity Committee at her direction.

Section 6: Failure to comply with any of the above Sections of Article IV shall result in removal from office for elected or appointed members of the Executive Board. Other members shall be subject to censure and/or any appropriate action deemed necessary by a 2/3 vote of the Executive Board.

Section 7: The books of the organization shall be audited annually at the direction of the Executive Board.

ARTICLE V: MEMBERSHIP

Section 1: Any Democratic Woman may become a member of this organization upon subscribing to its Purpose and Aims, attendance at its meetings and payment of dues.

Section 2: Democratic men may become non-voting associate members upon payment of 50% of regular membership dues.

ARTICLE VI: DELEGATE AND REPRESENTATIVES

Section 1: Delegates to the Annual Convention of the TFDW shall be the President and the number of members stipulated by the regulations of the Federation.

Section 2: Delegates and alternates shall be elected by and from the active members of the organization at the first meeting following certification of the delegate count by the TFDW.

Section 3: The President shall be the recognized leader of the delegation.

Section 4: The organization shall assume responsibility for all expenses of the President to the Annual Convention and to required Board meetings of the TFDW.

Section 5: The organization shall provide some expense monies for the delegates to the Annual Convention and for attendance by designated Officers or Committee Chairmen at other TFDW meetings, by vote of the Membership.

ARTICLE VII: OFFICERS

Section 1: The elected offices of this organization shall be a President, a Vice-President, a Secretary, and a Treasurer. (The appointed officer shall be a Parliamentarian.)

Section 2: The qualifications for office shall include current membership in good standing, leadership ability, experience in organizational work, a strong interest in the Democratic Party and its principles and the freedom of time to devote to the duties of the office.

Section 3: No member may serve in the same office for more than two consecutive terms. A term is considered one year.

Section 4: Duties of the officers:

A: The President shall 1) preside at all meetings of the organization and the Executive Board; 2) appoint standing Committee Chairmen, Special Committees as needed and a parliamentarian; 3) notify the Chairman of the Nominating Committee of any vacancy occurring in an elective office and direct the Nominating Committee to present at the next regular meeting, the name of the nominee to fill the vacancy; 4) act between monthly meetings on any urgent matter of policy or procedure, and bring it to the attention of the organization at the next regular meeting 5) represent the organization at the Annual Convention and Board Meetings of TFDW (if unable to attend, designate a delegate as her representative); 6) be an ex-officio member of all Committees, except the Nominating Committee.

B: The Vice-President shall 1) preside at meetings in the absence of the President; 2) coordinate all activities of the Standing Committees; 3) function as chairman of the Program Committee; 4) work closely with the President in determining and conducting fund raising projects; 5) perform other duties appropriate to the office as assigned by the President.

C: The Secretary shall 1) prepare and preserve minutes of all meetings of the organization and the Executive Board; 2) maintain the organization’s membership register and maintain an attendance register of members present at meetings; 3) conduct the correspondence related to the business of the organization, at the direction of the President; 4) assist the President as needed in preparing agendas for meetings; 5) in the absence of the President and the Vice-President, call meetings to order and preside in the election of a President pro-tempore; 6) if the meeting date is changed, the Secretary shall notify the meeting place of the change.

D: The Treasurer shall 1) receive and disburse, with the approval of the Executive Board, all monies of the organization; 2) write all checks, counter-signed by the President, in payment of bills approved by the Executive Board; 3) issue receipts upon receiving payment of membership dues; 4) forward “per member” dues assessment to the TFDW by the last day of February of each year; 5) present the financial report at the monthly meetings of the organization and to the Executive Board upon request; 6) prepare all reports necessary to County officials and State.

E: The Parliamentarian shall 1) advise the President on matters of procedure with respect to nominations, motions, obtaining the floor, tabling, amendments, et cetera; 2) advise the Executive Board during their deliberations; 3) preserve order during organization and / or Board proceedings.

ARTICLE VIII: EXECUTIVE BOARD

Section 1: The Executive Board shall consist of the elected officers, the chairmen of standing committees, the parliamentarian and the immediate past President. Other members are welcome to attend but shall be non-voting.

Section 2: The Executive Board shall a) be responsible for developing the program and budget of the organization and for carrying it out with the support of the membership; b) adopt such policies and regulations as may be deemed appropriate for the effective operation of the organization; c) accept resignations and fill vacancies in elective offices; d) represent and act between meetings of the organization upon matters of policy and procedure and report, through minutes, to the organization at the next regular meeting.

Section 3: The Executive Board shall hold meetings at the call of the President or upon the request of five members of the Board.

Section 4: Any Officer or Committee chair who is absent from two consecutive

meetings of the Executive Board without legitimate reason may be removed from the Executive Board after said person has been notified.

Section 5: Vacancies occurring on the Executive Board shall be filled by a 2/3 vote of the members of the Board.

ARTICLE IX: STANDING COMMITTEES

Section 1: There shall be the following Standing Committees: Membership, Finance, Publicity & Public Relations, Legislative, Program, Precinct Coordination, and By-Laws.

Section 2: Duties of the Standing Committees:

A: Membership Committee shall establish and maintain Membership files, prepare current membership rolls, notify members of dues payable and collect same, and conduct an annual membership drive.

B: Finance Committee shall receive from the Treasurer the proposed annual budget, further develop the proposal with the Executive Board and submit it to the membership for approval. It shall suggest annual amount of dues with Executive Board approval and conduct fund raising efforts, as needed.

C: Publicity & Public Relations Committee shall send notices for all meetings to the news media, shall obtain media coverage of activities, shall coordinate with publicity for County, District and State Democratic activities.

D: Legislative Committee shall keep the membership informed about Local, State and National issues and activities, shall work with the TFDW Legislative Committee, shall work with Legislators, as needed, to promote issues or positions of Democratic Women’s organization and shall work with the County Democratic Committee on Legislative affairs.

E: Program Committee shall plan a schedule of programs for the year and present a program at each designated meeting.

F: Precinct Coordination Committee shall be responsible for implementation of Section 3 of PURPOSE AND AIMS, shall encourage participation of women in meetings and activities of the Democratic Party at the Precinct, County, District and State levels.

G: By-Laws Committee shall interpret or propose changes in the By-Laws as requested or appears appropriate.

Section 3: The appointed chairman of each standing committee shall select and organize a committee to carry out the assigned duties.

Section 4: The appointed chairman shall attend all Executive Board meetings.

ARTICLE X: NOMINATION AND ELECTIONS

Section 1: Nomination of Officers

A. All officers for 2006 shall remain in place for 2007 unless that officer requests removal. Nominating Committee of five members shall be elected by the membership at the next to the last business meeting of the year.

B. Nominees for this committee shall be members in good standing who are currently active in the affairs of the organization, who are knowledgeable of the membership and have indicated a willingness to serve.

C: If more than five members are nominated, election shall be by the largest number of votes being elected.

D: The President shall designate the Chairman, whose duty it shall be to call meetings of the Committee, secure a slate of officers and present the slate at the last business meeting of the year.

E:The Nominating Committee shall pick women whose abilities, training, experience and interests qualify them for the offices to be filled. The Committee shall exercise care and concern to ensure that the total membership is represented.

Section 2: Election

A: Election of officers shall be held at the last business meeting of the year, with installation to follow at the first business meeting of the new year.

B: After a slate is presented by the Nominating Committee, nominations may be made from the floor by any member, provided that consent of the nominee has been obtained.

C: The voting method shall be by one method in a given election: 1) roll-call; 2) ballot; 3) voice vote; 4) show of hands; or 5) standing.

ARTICLE XI: MEETINGS

Section 1: The Fiscal Year of the organization shall be from January 1^st of each year to December 31^st. The dues for 2006 and 2007 shall be $10.00 per year.

Section 2: Meetings of this organization shall be each month on the second Saturday, at 10:00 a.m., at Cook’s Cafeteria. The membership shall be notified by some suitable means of changes to this schedule.

Section 3: Additional meetings may be held as needed and also shall be held upon request by five members and due notice give.

ARTICLE XII: DUES

Section 1: It shall be the duty of the Executive Board to suggest the amount of dues per member.

Section 2: The amount of dues per member shall be adopted annually at the last business meeting of the year, by a majority vote, and shall become payable in January.

Section 3: Any member who has not paid by May 1^st shall be considered to be in arrears and so notified by the Membership Committee Chairman.

ARTICLE XIII: QUORUM AND VOTE

Section 1: The members present at any regular or called meeting shall constitute a quorum for the transaction of business provided that the number of members present shall be at least one-tenth of the total membership.

Section 2: A simple majority of the members of the Executive Board shall constitute a quorum for transaction of business by the Executive Board.

Section 3: A majority of the votes cast by those present at any meeting of the membership or of the Executive Board, a quorum having been established, shall be needed to confirm or deny a motion.

ARTICLE XIV: AMENDMENTS

Section 1: Amendments to these By-Laws may be submitted by any member for consideration by the membership at any regular meeting.

Section 2: Any amendment(s) so submitted shall be voted upon at the succeeding regular meeting with a two-thirds vote of those present needed to adopt the amendment(s), a quorum having been established.

ARTICLE XV: PARLIAMENTARY AUTHORITY

Section 1: Robert’s Rules of Order (newly revised) shall govern this organization in all cases to which they are applicable and in which are not inconsistent with the By-Laws of this organization.

Section 2: It shall be the duty of the duly appointed Parliamentarian to advise the President, as needed, to ensure that the business and offices of the organization are carried out according to these adopted By-Laws.

The Democratic Women of Johnson County (DWJC), Tennessee was established with the first organizational meeting on March 18, 2006. The first regular monthly meeting was held on April 22. The officers for 2006 were Shirley Brahaney, President; Helen McQueen, Vice President; Katherine Hegemann, Secretary; and Carol Maulden, Treasurer.

Meetings are held the second Saturday of each month, 10:00 am at Cook's Cafeteria. The annual dues for 2006 and 2007 are $10.00.

The first objective of the organization was to assist in the political campaigns for Democrats running for Tennessee Governor, US House of Representatives, and US Senate. Democratic candidates running in the primary were to be contacted and urged to visit Johnson County before the primary elections in August.

At the May meeting, the women of the organization decided to work with the Republican Women of Johnson County to sponsor a Meet the Candidates forum in local elections.

There were two forums in June for county wide, local elections. District forums were also held for candidates running for County Commissioners and School Board.

DWJC helped campaign for Democratic candidates with open meetings, a Democratic Headquartes, and fund-raisers.

In November, Shirley Brahaney decided not to remain as President, and the Executive Board decided to seek out a candidate for that position. The other officers were asked to remain for 2007 to provide stability and leadership. The organization determined that the most appropriate goals for 2007 were to build the organization and increase attendance and participation in the DWJC.

To give all Democratic women an opportunity to study and understand what the Democratic Party stands for and to work for its effectiveness.

Ending lifetime limits on benefits.

Regulating annual limits on benefits from 2010-2013 (abolishing them in 2014).

Allowing young adults to stay on their parents' insurance plan up to age 26.

Banning the insurance company practice of denying coverage for pre-existing conditions for children. The ban applies to everyone in 2014 and provides a subsidized high-risk pool in the meantime for those unable to secure coverage.

Ending gender discrimination in insurance rates.Stopping the insurance company tactic of dropping coverage for people who get sick.

C. Benefits for Retirees - Including Early Retirees - Include:

Assisting pre-Medicare retirees with insurance costs. Under the new law, 80 percent of plan costs over $15,000 will be paid through a new program.

Providing assistance to employers and Voluntary Employee Beneficiary Associations (VEBAs) to encourage them to continue coverage for pre-Medicare retirees.

Phasing out the Medicare drug "doughnut hole."

Eliminating co-pays for preventative screenings.

Extending the life of the Medicare Trust Fund through cuts in wasteful spending.
